This is why Reels usually feel instant on a decent connection β you're watching pre-buffered content, not streaming live. When Reels stutter, it typically means the prefetch process is falling behind your scroll speed, which happens for a few specific reasons rather than a single blanket "slow internet" cause.
Step 1: Test for High Latency, Not Just Low Speed
Reels can technically load on a slow connection given enough time, but high latency (ping) and jitter are what actually cause the stutter you notice.
